Steps and guidance to declare your political status as State National.

Step 1 – Gather the Items
1. Access to a computer
2. A Word-processing software
3. Printer and printing paper
4. Two pens: blue and red
5. Red ink pad for your thumbprint
6. Passport quality photo (recent, with clean white background, no glasses or headgear)
7. Mailing supplies (envelopes, registered mail labels and signature confirmation green cards)
Step 2 – Create your LRO Profile
The Land Recording Office (LRO) system is open to all American State Nationals and American State Citizens. It is an open-source platform, owned and operated by The United States of America (an unincorporated Federation).

Under “For Members Only – Create Your Own Member (LRO) Account”
· You will be asked for two email addresses:
o for your land recorder's email enter FloridaRecorder11@proton.me
o for your state coordinator's email enter Florida4Freedom@protonmail.com
· Enter your nationality based on the state you were born (if you were naturalized, it will be the adopted State).
· Upload your photo and a photo of your red ink thumbprint.
Step 3 – Choose Your Status
You have the right to declare your political status as an American State National or an American State Citizen.
American State National
An American State National owes no allegiance to anyone but must keep the peace. They may participate in general assembly meetings and vote on domestic (in-state) policy only. They are not eligible to hold an elected office within the State Assembly.
American State Citizen
An American State Citizen helps reconstruct the Florida government. They may participate in both general and executive assembly meetings, and vote on both domestic (in-state) and international (out of state) policy. Citizens are encouraged to be actively involved and are eligible to hold office in an elected position within the State Assembly.

Step 4 – Download the Forms
After choosing your status, you will need to complete certain documents that must be recorded publicly. The Florida Assembly uses the American States Assembly Land Recording Office (LRO). The LRO is an open-source system owned by the Federation that is used to publish and create credentials. If you chose to be an American State National, you could use either Option 1 or Option 2 as outlined below. If you chose to declare as an American State Citizen, you must use Option 2 forms.
Option 1 –1779 One Pager - For American State Nationals ONLY
· Intake Form
· Your Birth Certificate or Naturalization Certificate “in-color” photocopy
· Witness Testimony Affirmations (Two Witnesses)
· Depending on where you were born and your employment status, you will need to select the correct one-page 1779 form:
Ø Declaration for Americans (Born American)
Ø Declaration for Federal Employees (Born American Federal Employee)
Ø Declaration for Legal Immigrants (Naturalized American)
Ø 7- year Undocumented Immigrant (Undocumented Immigrants)
Ø Declaration for Green Card Legal Immigrants (Green Card Legal Immigrant)
Ø Declaration for Legal Immigrant Federal Employees (Naturalized American Federal Employee)
· Public Notice (only for people born outside America)
Option 2 – 928 Package - For American State Nationals and American State Citizens
· Intake Form
· Your Birth Certificate or Naturalization Certificate “in-color” photocopy

· Public Notice (Only for people born outside America)

· Paramount Claim of the Life and the Estate
· Declaration of Political Status (4 originals)
· Common Carry Declaration
· Notice of Intent – Fee Schedule
· US Secretary of State Letter
· FL Secretary of State Letter
· Attorney General Letter
· Revocation of Election to pay Taxes NY Letter
· Revocation of Election to pay Taxes DC Letter
· Revocation of Voter Registration
· Notices (Combined Municipal and Territorial Notices plus Title 50)

Step 5 – Complete Your Documents
We want you to be successful in declaring your status! If the documents are not filled out correctly, they will be returned to you. Take your time. Edit the RED information with your info, keep the exact format, save as world documents.

Step 6 – Recording and Publishing Your Paperwork
Email your Documents and the Intake Form to Majea Cuantum, Florida Recorder at Floridarecorder11@proton.me
We will review your paperwork and schedule an appointment (either face to face, or a video chat) to record your documents.
Step 7 – Pay Recording & Publishing Fees
· Publishing Fee: $25 - purchased from the LRO website.
· Review Fee: $35 - paid to your Recording Secretary only if you edit your paperwork yourself.
· Editing Fee: $150 - paid to your Recording Secretary only if your recorder edits your paperwork for you.
· Recording Fee: $3 per document (not per page) - paid to your Recording Secretary.
· Credential Cards Fee: $50 - purchased from the LRO website. Available any time after completing the paperwork.
Step 8 – Send Your Notices
After your documents are completed, you will need to mail some of them along with letters, to appropriate “incorporated” entities to notice them about your corrected status – it becomes a public record and it is provided as evidence, in case you ever need to advise your government employees of your corrected status at a future time. You will mail your notices via Registered Mail services to:

Step 9 – Review your published documents on LRO
After the recorder publishes your documents on LRO, you will be asked to verify the account – please review all your information and paperwork.
Step 10 – Order Your Credential Cards
Once your documents are recorded and published with the LRO, you will be able to order Credential Cards. This step is optional. To do this, you need to login to your profile account, click ‘payment’ on the top of the page and then the ‘fees’ tab. Under ‘fees for’ click on ‘credential card’ and place your order. You will need to notify your recorder in order to be approved. Your cards will be mailed to the address in your LRO profile account.
